How to Properly Build Your Funding Stack

One growth plan. Three funding levers most Canadian companies should separate.

Picture this: you're a Canadian company preparing for your next stage of growth.

You want to enter a new international market, increase your manufacturing capacity in Ontario, and maybe solve a technical challenge in your operations with help from a researcher.

While you can add all these activities in one business plan, they should not be forced into one funding application.

A better approach is to separate the plan into distinct workstreams and match each one to the funding mechanism designed for it.

Depending on your business, that could mean  looking at CanExport SMEs for international market development, the Ontario Made Manufacturing Investment Tax Credit for qualifying manufacturing assets, and Mitacs Accelerate for a structured research collaboration.

The value is not simply finding three programs. It is understanding what each program is built to support.

CanExport SMEs is designed to help eligible Canadian businesses develop new international markets. In this program, your project can request between $10,000 and $50,000, with the program funding up to 50% of eligible project expenses.

That does not mean every export-related cost qualifies.

The project needs a defined target market, eligible activities, a realistic budget, and a credible plan for developing business outside Canada. The application should explain why the selected market matters and how the proposed activities will move the company beyond general interest toward measurable commercial development.

For this, it's important to remember that your main point should not be, “We want to export.”

But it should be, “We have selected this market, identified the customer or channel opportunity, and built a specific entry plan.”

Manufacturing investment is a different workstream.

Ontario’s current rules provide a 15% refundable Ontario Made Manufacturing Investment Tax Credit for qualifying Canadian-controlled private corporations. The credit can reach up to $3 million per year, based on a $20 million annual eligible expenditure limit.

Ontario also has an expanded 15% non-refundable version for corporations that are not Canadian-controlled private corporations.

The credits apply to qualifying investments in buildings, machinery, and equipment used for manufacturing or processing in Ontario. Timing matters because the rules look at when the property becomes available for use, not only when an invoice is paid or a purchase order is signed.

This is where planning before the asset is operational becomes valuable.

The finance team, operations team, and tax advisor should agree on the legal entity making the investment, the location and intended use of the asset, the applicable capital cost allowance class, and the expected available-for-use date.

A company can lose clarity quickly if those decisions are reconstructed after year-end.

The third workstream is talent and research.

Mitacs Accelerate supports collaborations between partner organizations and Canadian academic researchers. The standard model provides a $15,000 research award for a four- or six-month internship, starting with a $7,500 partner contribution. At least $10,000 of the award must go to the intern as a stipend or salary.

This can be relevant when a company has a real research problem and would benefit from academic expertise, whether the challenge involves advanced manufacturing, artificial intelligence, clean technology, cybersecurity, health, or another applied research field.

It is not simply a subsidized hiring program.

The project needs a research question, an eligible academic supervisor and intern, a partner organization, and a work plan that supports meaningful collaboration and knowledge transfer.

Put together, these programs illustrate a more useful way to think about government funding.

Do not start by asking how many programs can touch the same expense.

Start by mapping the business plan into separate objectives:

  1. Which activities are about entering and developing a new international market?
  2. Which investments are about manufacturing capacity and productivity in Ontario?
  3. Which technical challenges require structured research and specialized talent?

Then assign the right costs, timelines, evidence, and internal owners to each workstream.

That is responsible program stacking.

It is not double counting. It is designing complementary support around a business plan while keeping each claim and application defensible on its own.

A good funding strategy should make your growth plan clearer, not more complicated.
